City of Hartford CEO Injured in Morning Accident

Hartford Police responded to the intersection. Upon arrival HPD found two occupants, with sever injuries. The City own Ford SUV was assigned to Hartford’s CEO, Saundra Kee Borges. Its reported that Ms. Borges and another passenger of the city vehicle were transported by ambulance to Saint Francis Hospital for treatment to injuries that were not life threatening

There conditions are unknown at this time. We have placed calls to HPD and Mayor Segarra for further details. Call were not returned. The city vehicle was traveling through a green signal in the intersection of Asylum A venue and Cogswell Street. The city vehicle was struck by another vehicle that traveled through a red traffic signal. The operator of the other vehicle fled the scene, was later arrested at his residence.  Arrested was Edwin Rodriguez (5/17/83) of 173 Albany A venue Hartford, CT. Crime scene officers responded

Hartford – (Courtesy Hartford PD ) – On September 28, 2013 at 2:17am Hartford Police Officers were dispatched to the intersection of Asylum Ave. at Cogswell St. on a report of 2 S.U.V.’s involved in an accident with injuries. Upon arrival officers discovered two vehicles, a 2004 GMC Yukon and a 2013 Ford Explorer, both with significant front end damage. The operator of the Yukon had fled the scene.

Patrol Officers investigation and evidence shows that the Yukon had traveled north bound on Cogswell St. into the intersection with Asylum Ave. under a red traffic signal; colliding with the Ford Explorer which was west bound on Asylum Ave. under a green traffic signal.

Through investigation, officers located the owner and operator of the Yukon, Edwin Rodriguez, 30 of Hartford (9 previous Hartford arrests), at 173 Albany Ave. Mr. Rodriguez was found to have ran a red traffic light causing the collision and then fleeing the scene  (by his own admission) to “Use the bathroom”. Rodriguez was arrested and charged with Evading Responsibility, 14-224 and Failure to Obey Traffic Signal, 14-299. Rodriguez was found to have an outstanding PRAWN arrest warrant for Simple Trespass and Failure to Respond to an Infraction.

The occupants of the 2013 Ford Explorer needed to be extricated from the vehicle by HFD. Both were alert and conscious. The operator of the vehicle, Mr. Terry Waller, of Hartford, was transported to St. Francis Hospital via ambulance for non-life threatening injury. The passenger, Ms. Sandra Kee-Borges, of Hartford, was also transported to St. Francis Hospital via ambulance for non-life threatening injury. The 2013 Ford Explorer is a City of Hartford vehicle, assigned to Sandra Kee-Borges.
